What’s a transfo?
A safety transformer (or transfo)is an accessory used in electrical underwater lighting where current is sent through magnetic coils.

European regulations
Nearly all of the components in and around your pool, underwater or not, are powered by an electrical box. According to European regulations, anyone using electrical devices around a pool is obligated to install a transformer.
